MSP Protection Force On My Login Screen? O_o

I was logging onto MSP when I saw one of the moderators on the side of my screen, it also happened earlier on today...

I don't know why they would upgrade it, its basically telling us the rules AGAIN and reminding us! I think we already know! >.< People are finding this scary? o__o
